How the Facilitated Finance works

Facilitated Finance can use various instruments. The requirements for access to concessions may vary according to the type, purpose of the tenders and the rules set by whoever issues them.

We can divide the facilitation into:

  • Capital account grants: or also known as ‘non-repayable grants’, disbursed, through specific tenders or regulations, by the legislator; these do not provide for the repayment of capital or the payment of interest.
  • Interest subsidies and subsidized loans: these include the reduction of interest or the granting of loans disbursed at favorable conditions compared to common market conditions.
  • Guarantee account interventions: the legislator can also intervene by according its own guarantee, based on public funds, to allow companies to access the credit granted by the banks.
  • Tax credits and tax incentives: these are tax breaks that allow you to offset tax debts, reducing the taxes due. It allows to reduce the taxes owed by companies, favoring investments and competitiveness.

These resources are made available by the institutions of each country, through budget laws and/or other legislative initiatives. Funds distribution takes place through a programming of direct tenders and indirect tenders, the former managed by the General Directorates of the European Commission, while the latter organized in the individual National Operational Plans (PON) and Regional Operational Plans (POR) of the member countries and Regions . Facilitaded Finance can be applied at a European, national, regional and provincial level.
